Abstract: Smart grids (SGs) have a central role in the development of the global power sector. Cost-benefit analyses and environmental impact assessments are used to support policy on the deployment of SG systems and technologies. However, the conflicting and widely varying estimates of costs, benefits, greenhouse gas (GHG) emission reduction, and energy savings in literature leave policy makers struggling with how to advise regarding SG deployment. Identifying the causes for the wide variation of individual estimates in the literature is crucial if evaluations are to be used in decision-making. This paper (i) summarizes and compares the methodologies used for economic and environmental evaluation of SGs (ii) identifies the sources of variation in estimates across studies, and (iii) point to gap in research on economic and environmental analyses of SG systems. Seventeen studies (nine articles and eight reports published between 2000 and 2015) addressing the economic costs versus benefits, energy efficiency, and GHG emissions of SGs were systematically searched, located, selected, and reviewed. Their methods and data were subsequently extracted and analysed. The results show that no standardized method currently exists for assessing the economic and environmental impacts of SG systems. The costs varied between 0.03 and 1143 M/yr, while the benefits ranged from 0.04 to 804 M/yr, suggesting that SG systems do not result in cost savings The primary energy savings ranged from 0.03 to 0.95 MJ/kWh, whereas the GHG emission reduction ranged from 10 to 180 gCO2/kWh, depending on the country grid mix and the system boundary of the SG system considered. The findings demonstrate that although SG systems are energy efficient and reduce GHG emissions, investments in SG systems may not yield any benefits. Standardizing some methodologies and assumptions such as discount rates, time horizon and scrutinizing some key input data will result in more consistent estimates of costs and benefits, GHG emission reduction, and energy savings.

Abstract: The majority of impact assessments for the biobased economy are primarily focused on the environmental and (techno-)economic aspects, while social aspects are rarely considered. This study proposes a modified systemic approach for a social sustainability impact assessment of the biobased economy, based on a review on the common methodologies for assessing social impacts. Accordingly, the proposed approach follows the four general iterative steps of social life cycle analysis (SLCA) as it considers all life cycle phases of the biobased economy. The systemic approach considers the potential social impacts on local communities, workers, and consumers as the main three groups of the stakeholders. The review showed that the most common social indicators for inventory analysis within the biobased economy include health and safety, food security, income, employment, land- and worker-related concerns, energy security, profitability, and gender issues. Multi-criteria decision analysis (MCDA) was also highlighted as the broadly utilized methodology for aggregating the results of impact assessments within the biobased economy. Taking a life cycle perspective, this study provides a holistic view of the full sustainability of research, design, and innovation in the biobased economy by suggesting the integration of the social aspects with techno-economic and an environmental life cycle assessment. Our proposed systemic approach makes possible to integrate the social impacts that are highly valued by the affected stakeholders into the existing sustainability models that focus only on environmental and techno-economic aspects. We discuss the steps of the proposed systemic approach in order to identify the challenges of applying them within the biobased economy. These challenges refer mainly to the definition of the functional unit and system boundaries, the selection and the analysis of social indicators (inventory analysis), the aggregation of the inventory to impact categories, and the uncertainties associated with the social sustainability evaluation. The result of this review and the proposed systemic approach serve as a foundation for industry and policy makers to gain a better insight into the importance of social sustainability impacts assessment within the biobased economy.

Abstract: Companies dealing with chemical products have to cope with large amounts of waste and environmental risk due to the use and production of toxic substances. Against this background, increasing attention is being paid to green chemistry and the translation of this concept into biobased chemicals. Given the multitude of economic, environmental and societal impacts that the production and use of biobased chemicals have on sustainability, assessment approaches need to be developed that allow for measurement and comparison of these impacts. To evaluate sustainability in the context of policy and decision-making, indicators are generally accepted means. However, sustainability indicators currently predominantly exist for low-value applications in the bioeconomy, like bioenergy and biofuels. In this paper, a review of the state-of-the-art sustainability indicators for biobased chemicals is conducted and a gap analysis is performed to identify indicator development needs. Based on the analysis, a clear hierarchy within the concept of sustainability is found where the environmental aspect dominates over economic and social indicators. All one-dimensional indicator-sets account for environmental impacts (50%), whereas two-dimensional sets complement the environmental issues with economic indicators (34%). Moreover, even the sets encompassing all three sustainability dimensions (16%) do not account for the dynamics and interlinkages between the environment, economy and society. Using results from the literature review, an indicator list is presented that captures all indicators currently used within sustainability assessment of biobased chemicals. Finally, a framework is proposed for future indicator selection using a stakeholder survey to obtain a prioritized list of sustainability indicators for biobased chemicals.

Abstract: This paper investigates the impact of government policy on the optimal design of microgrid systems from an economic cost minimisation perspective, and provides both an overview of the current state of the art of the field, as well as highlighting possible avenues of future research. Integer programming, to select microgrid components and to economically dispatch these components, is the optimisation method of choice in the literature. Using this methodology, a broad range of policy topics is investigated: impact of carbon taxation, economic incentives and mandatory emissions reduction or mandatory minimum percentage participation of renewables in local generation. However, the impact of alternative tariff systems, such as capacity tariffs are still unexplored. Additionally, the investigated possible benefits of microgrids are confined to emissions reduction and a possible decrease in total energy procurement costs. Possible benefits such as increased security of supply, increased power quality or energy independence are not investigated yet. Under the expected policy measures the optimal design of a microgrid will be based on a CHP-unit to provide both heat and electricity, owning to the lower capital costs associated with CHP-units when compared to those associated with renewable technologies. This means that current economic analyses indicate that the adoption of renewable energy sources within microgrids is not economically rational.

Abstract: While the concept of ecosystem services which links biodiversity to human wellbeing, is by now well-known, its translation into actual management decisions is still uneven. African Biosphere Reserves, which are to be living labs for sustainable development, embody the idea of synergies between people and nature. Gaining knowledge about the provision, the use and the trends of ecosystem services in these reserves is essential to ensure their global change-proof management. The diversity of rapidly evolving ecosystem services assessment tools requires a systematic and informed selection, in order to ensure that prospective tool users select the most adequate tool, aligned to their needs and context. Based on a Delphi survey of future tool users, and on a review of ecosystem services assessment tools, we propose guidance to users to select the most suited tool based on the context of African Biosphere Reserves, and on tool requirements regarding data input, necessary skills, outputs and types of ecosystem services addressed. The use of the Delphi survey and the focus on African Biosphere Reserves are new elements that contribute to the theory and practice of ecosystem services assessment.

Abstract: Biomass as a renewable energy source has many advantages and is therefore recognized as one of the main renewable energy sources to be deployed in order to attain the target of 20% renewable energy use of final energy consumption by 2020 in Europe. In this paper the concept of a biomass Energy Conversion Park (ECP) is introduced. A biomass ECP can be defined as a synergetic, multi-dimensional biomass conversion site with a highly integrated set of conversion technologies in which a multitude of regionally available biomass (residue) sources are converted into energy and materials. A techno-economic assessment is performed on a case study in the Netherlands to illustrate the concept and to comparatively assess the highly integrated system with two mono-dimensional models. The three evaluated models consist of (1) digestion of the organic fraction of municipal solid waste, (2) co-digestion of manure and co-substrates, and (3) integration. From a socio-economic point of view it can be concluded that it is economically and energetically more interesting to invest in the integrated model than in two separate models. The integration is economically feasible and environmental benefits can be realized. For example, the integrated model allows the implementation of a co-digester. Unmanaged manure would otherwise represent a constant pollution risk. However, from an investor's standpoint one should firstly invest in the municipal solid waste digester since the net present value (NPV) of this mono-dimensional model is higher than that of the multi-dimensional model. A sensitivity analysis is performed to identify the most influencing parameters. Our results are of interest for companies involved in the conversion of biomass. Abstract: Despite substantial policy efforts made by the French government to reduce dependence on pesticides, farming practices are only changing slowly. This paper analyses the socio-economic trade-offs that 110 farmers are currently facing in the transition to agro-ecological practices. A mixed-method approach – a quantitative discrete choice experiment (DCE) and qualitative interviews – was set up to understand these farmers' motivations and perspectives, and how policy can improve to accompany them on the road to low chemical input farming. Results of the DCE indicate that the majority of the farmers in our sample are keen to change practices but are at a loss as to how this can be done, as a number of preferences for this transition came out as inconclusive. Qualitative interviews with a representative sample of the farmers that took part in the DCE complemented this result by illustrating a deep uncertainty for the future and a disconnect felt between authorities and themselves as a group. We argue that this uncertainty contributed to a lack of clear-cut solutions established through the DCE. The indepth discussions with farmers illustrated the wish for concrete and local policy measures based on farmers' networks and peer support.

Abstract: The 21st century revival of large-scale water resources development projects makes it important to keep assessing their impacts – preferably from an interdisciplinary perspective – in order to not repeat past mistakes and explore whether they could improve livelihood conditions for rural communities. In this study, costs and benefits of the World Bank-funded Ribb Irrigation and Drainage Project (RIDP) were investigated using a unique systems approach. The impact for farmers with different initial farming systems (rainfed – residual moisture – irrigated) was studied using field observations, document analyses, remote sensing, agronomic data and semi-structured interviews (n = 165). Data on project-induced changes to land and water availability, cropping patterns, farming systems and farm-level economics were collected. The results show that dam and dyke construction has reduced flooding, which has resulted in declining rice productivity ( – 42%) and concomitant shifts to lower value cropping systems. Results also reveal that the land redistribution has caused widespread livelihood deterioration as households had to give up 25% of their farmland and the communal grazing land was fully converted into farmland. Due to top-down implementation, nontransparent communication, delayed construction and lagging financial compensation, social resistance has appeared in the command area, impeding the construction works. In addition to these problems, if no rapid change to higher value crops can be realized, 20.5% of the farmers (those who already irrigate) will experience a loss of livelihood, 64.1% of the farmers (those with rainfed and residual moisture cultivation) will be on the verge of livelihood deterioration and only 13.5% of the farmers (those with solely rainfed cultivation) will enjoy RIDP-induced improved livelihoods. The fate of this project stresses the importance of investigating initial farming systems, exploring worthy project alternatives, improving participation, communication and benefit-sharing and strengthening the institutional capacity of implementing authorities.

Abstract: Current cross-sectional methodologies measuring climate change impacts assume that regions at the same latitude face a similar climate response and therefore have the same adaptive capacity. This paper proves that assumption to be erroneous in the European Union. It does so by ameliorating the Ricardian methodology by restricting which farmers (and therefore which adaptation options) are allowed in the dataset. In doing so, a comparative Ricardian methodology is suggested that makes it possible to examine, for the first time, how the climate responsiveness of a region changes if adaptive capacity changes. The paper combines climate, soil, geographic, socio-economic, and farm-level data in a linear mixed-effect model and examines whether Eastern and Western Europe have the same climate responses and how these responses change if regional adaptive capacity increases. The paper concludes that both regions currently have a significantly different climate response, but that if Eastern Europe were to implement the same adaptation options as Western Europe, it could avoid a large decrease in land value and even benefit from climate change depending on the climate scenario.

Abstract: Farmers should increasingly adopt more water‐efficient irrigation technologies—such as drip irrigation—as a result of climate warming and aggravating water scarcity. We analyze how Italian farmers adapt to climate change by changing their irrigation technology mix. We apply a two‐stage econometric model to data from 5876 Italian farms. We find that farmers' initial reaction to increasing temperatures is reducing their surface‐irrigated fractions. When temperatures increase further, farmers switch toward more sprinkler irrigation. Our results show that farmers are not autonomously moving to drip irrigation in response to climate change, suggesting that government incentives are needed to encourage this transition.

Abstract: This paper addresses the economics of Enhanced Landfill Mining (ELFM) both from a private point of view as well as from a society perspective. The private potential is assessed using a case study for which an investment model is developed to identify the impact of a broad range of parameters on the profitability of ELFM. We found that especially variations in Waste-to-Energy (WtE efficiency, electricity price, CO2-price, WtE investment and operational costs) and ELFM support explain the variation in economic profitability measured by the Internal Rate of Return. To overcome site-specific parameters we also evaluated the regional ELFM potential for the densely populated and industrial region of Flanders (north of Belgium). The total number of potential ELFM sites was estimated using a 5-step procedure and a simulation tool was developed to trade-off private costs and benefits. The analysis shows that there is a substantial economic potential for ELFM projects on the wider regional level. Furthermore, this paper also reviews the costs and benefits from a broader perspective. The carbon footprint of the case study was mapped in order to assess the project's net impact in terms of greenhouse gas emissions. Also the impacts of nature restoration, soil remediation, resource scarcity and reduced import dependence were valued so that they can be used in future social cost-benefit analysis. Given the complex trade-off between economic, social and environmental issues of ELFM projects, we conclude that further refinement of the methodological framework and the development of the integrated decision tools supporting private and public actors, are necessary. Abstract: In Flanders (Belgium) there is an obvious lack of clear long-term vision on sustainable development, for society as a whole as well as for the individual sectors of (economic) activity. In this paper we present the first results of a process of vision development for Flemish agriculture, called On tomorrow's grounds. The initiative, taken by Stedula (the Flemish Policy Research Centre for Sustainable Agriculture), shows that discovering core values, stating a concise mission, establishing guiding core principles and working with vivid descriptions of envisaged future systems seem indispensable elements to develop a vision that inspires and mobilizes people and that, eventually, stands a chance of being anchored in the sector's or organisation's culture. The principal method of working of the project was a multi-stakeholder process (MSP) focussed on dialogue. During five extensive stakeholder meetings, representatives of farmers, service industries, food distribution, education, government, research, consumers and NGO's participated in a constructive dialogue on values and mission, principles and two vivid descriptions of envisioned future farms. The concept of the project was welcomed and supported by the Flemish Minister-President and by the Belgian federal state secretary for sustainable development.

Abstract: In a circular economy material loops are closed by recycling of pre-consumer manufacturing scrap/residues, urban mining of End-of-Life products and landfill mining of historic (and future) urban waste streams. However, in the past landfill mining was not performed with a focus on resource recovery. This paper addresses this gap by introducing the concept of Enhanced Landfill Mining, defined as the safe conditioning, excavation and integrated valorization of landfilled waste streams as both materials and energy, using innovative transformation technologies and respecting the most stringent social and ecological criteria. The feasibility of ELFM is studied by synthesizing the research on the Closing the Circle project, the first ELFM project targeting the 18 million metric ton landfill in Houthalen-Helchteren in the East of Belgium. It is argued that Environmental Impact Assessments of ELFM projects should be wide in scope and time. Embedded in a broad resource management perspective, the worldwide potential of ELFM is highlighted, in terms of climate gains, materials and energy utilization, job creation and land reclamation. The potential is quantified for the EU-27 with its 150,000-500,000 landfills. However, for ELFM to reach its full potential, strategic policy decisions and tailored support systems, including combined incentives for material recycling, energy utilization and nature restoration, are required. Abstract: Landfill mining (LFM) refers to the excavation and processing of formerly buried waste streams. It offers significant environmental and societal benefits through the mitigation of greenhouse gas emissions or the reduction of long-term waste management costs. LFM’s profitability, however, is still in question and public investment support might be necessary to fully exploit its potential. To enable decision-makers to identify the best solutions for a landfill site, societal impacts of LFM still have to be investigated. Throughout relevant literature, societal impacts of LFM projects have only selectively been studied and it remains unclear if and which benefits justify policy interventions. This paper firstly provides a comprehensive conceptualization of the societal impact of an LFM project and dives into the underlying societal context of this emerging industry. It disentangles formerly identified burdens and benefits by applying a system dynamics approach to LFM research. Based on this approach, four causal loop diagrams are presented showing how LFM is embedded into its societal context, analyzing the composition of the net societal impact of an LFM project, the mechanisms influencing LFM’s public acceptance, and the dynamics of the market acceptance of LFM products. Key variables and leverage points have been identified, such as (i) technology choices influencing avoided impacts from the mitigations of primary resource consumption, since many societal impacts are closely related to environmental impacts, (ii) a timely and broad stakeholder involvement to prevent project opposition, and (iii) the after-use of the mined landfill, generating a major part of the local and regional societal benefits but also creating potential conflicts between stakeholder interests. Key intradimensional trade-offs and potential conflicts were identified in (i) spatial and (ii) temporal risk distribution, (iii) conflicting societal goals of the after-use such as job creations and recreation, as well as (iv) material and energy recuperation. These findings provide important insights for LFM decision-makers and can help to implement this emerging industry in a sustainable way.

Abstract: Climate-Smart Agriculture (CSA) is seeking to overcome the food security problem and develop rural livelihoods while minimizing negative impacts on the environment. However, when such synergies exist, the situation of small-scale farmers is often overlooked, and they are unable to implement new practices and technologies. Therefore, the main aim of this study is to improve CSA by adding the neglected but very important element “small-scale farmer”, and introduce Vulnerable-Smart Agriculture (VSA) as a complete version of CSA. VSA indicates, based on the results of this study, that none of the decisions made by policymakers can be realistic and functional as long as the voice of the farmers influenced by their decisions is not heard. Therefore, to identify different levels for possible interventions and develop VSA monitoring indicators, a new conceptual framework needs to be developed. This study proposed such a framework consisting of five elements: prediction of critical incidents by farmers, measuring the consequences of incidents, identifying farmers' coping strategies, assessing farmers' livelihood capital when facing an incident, and adapting to climate incidents. The primary focus of this study is on farmers' learning and operational preparation to deal with tension and disasters at farm level. Understanding the implications of threats from climate change and the recognizing of coping mechanisms will contribute to an increase in understanding sustainable management.
